This appears to be the first year rosette of a biennial Thistle. Check the underside of the (very prickly) leaf. If it is covered with very dense white felt-like hairs, it could be one of the native species.

Be careful when pulling this up. I tried bare handed and it hurt so badly that I still have "flashbacks" that make me cringe.
