I'm not familiar with west coast plants, but this looks like one of the Jewel Plants, possibly in the genus Mesembryanthemum in the family which is either called Mesembryanthemaceae or Aizoaceae. As far as I know there aren't any of these plants native to North America. They are sometimes used as garden plants in the eastern US and if they are also grown in gardens on the west coast, this may be a garden escape. Many members of the family grow in South Africa, including many plants which are called Living Stones.
