From what I can tell these are adventitious roots. If they came into contact with soil they would form roots. It's quite common, especially in warm, humid weather. Looks like you have a bit of stem damage there (the brown part), like maybe someone ripped off a piece with leaves and took part of the stem with it. :-)

To clarify, the adventitious roots are the green knobby thingies (technical term). :-)
